What about implementing a system similar to what Embark has done with cross-progression with The Finals?

You can connect your Steam, Epic or MS account and then the server will verify the ownership of the game.

Factorio has a similar system where you have to create a Factorio account that you can then connect to Steam and the service will verify the ownership of the game.
